EigoPro 準1級 読解 — Small Loans, Big Claims

When the economist Muhammad Yunus began lending tiny sums to impoverished women in Bangladesh in the 1970s, he challenged a banking orthodoxy that had long dismissed the poor as unbankable. Conventional lenders demanded collateral the poor did not possess; Yunus instead relied on social pressure within small borrowing groups to ensure repayment. The model spread with astonishing speed, and by the time he received the Nobel Peace Prize in 2006, microfinance was being hailed as a near-miraculous instrument for lifting whole communities out of poverty. The promise was seductive in its simplicity: give people a little capital, and their latent entrepreneurial energy would do the rest. Then the rigorous evidence arrived, and it was sobering. When researchers conducted randomized controlled trials—the gold standard for measuring impact—they found that access to microcredit rarely transformed lives in the dramatic way advocates had claimed. Borrowers did start small businesses, but most of these enterprises remained marginal, generating subsistence income rather than escape from poverty. Worse, in some markets aggressive lending fuelled cycles of debt, as borrowers took out fresh loans merely to service old ones. The image of the empowered micro-entrepreneur, it turned out, was the exception rather than the rule. Yet to dismiss microfinance as a failure would be to misread the evidence. The trials revealed something quieter but genuine: borrowers gained flexibility. A small loan could smooth consumption during a lean month, finance a child's school fees, or cushion the blow of a medical emergency. These are not trivial benefits, even if they fall short of the revolutionary rhetoric. The lesson, perhaps, is not that microfinance was a fraud but that it was oversold—asked to bear a burden no single intervention could reasonably carry. Poverty, it seems, is too tangled a problem to yield to one elegant idea.

Choice Analysis

Microfinance brings real but modest benefits and was oversold as a cure for poverty.

  • Microfinance has been proven to lift entire communities

  • Microfinance is a fraudulent scheme

= 貧者を借金漬けにする詐欺 ━ 著者は to dismiss microfinance as a failure would be to misread と明言し、詐欺扱いを退けている。

  • Conventional banks were right to refuse

Choice Analysis

It used social pressure within small groups instead of demanding collateral.

正解

第1段で『従来の貸し手は貧者が持たない担保を要求した (demanded collateral the poor did not possess)』のに対し、ユヌスは『小さな借入グループ内の社会的圧力に頼って返済を確実にした (relied on social pressure ... to ensure repayment)』と対比される。

  • offered larger loans

  • It charged no interest, relying instead on government subsidies.

  • lent only to established businesses

Collocation
Lenders demanded collateral.
rely on ~~に頼るrely on social pressure
dismiss A as BAをBと見なして退けるdismiss the poor as unbankable

Choice Analysis

It seldom transformed lives dramatically, though it gave borrowers useful flexibility.

  • It consistently turned the poorest borrowers into successful entrepreneurs.

= 一貫して成功した起業家にした ━ 本文は the empowered micro-entrepreneur was the exception (例外) と述べており逆。

  • had no measurable effect of any kind

  • It eliminated the debt cycles wherever these loans were introduced.
