It is tempting to picture water scarcity as a simple shortage—too many people drawing on too little rain. The arithmetic, however, rarely supports so tidy a story. Most regions described as water-stressed receive enough precipitation to meet human needs many times over; what they lack is not water but the means to store, clean and allocate it sensibly. Scarcity, in short, is more often manufactured than natural, the product of leaky infrastructure, perverse subsidies and prices that bear no relation to true cost. Consider the paradox of the crop. Agriculture consumes the overwhelming majority of the water humans use, much of it to grow thirsty crops in arid places, sustained by water priced so cheaply that there is little incentive to waste less. A farmer charged almost nothing for irrigation will flood a field rather than drip-feed it; a city that loses a third of its supply to broken pipes has small reason to invest in repairs while the deficit remains invisible on the balance sheet. The water is there; the signals that would conserve it are missing. This reframing is oddly hopeful. A genuine shortage of rainfall admits of no easy remedy, but a failure of management can be corrected by better pricing, smarter crops and the unglamorous work of mending pipes. The danger is that the language of crisis, by casting scarcity as an immovable fact of geography, lets the real culprits off the hook and discourages the very reforms that would ease it. To call water scarce is, too often, to mistake a political choice for a natural law.
