Scarcity, in short, is more often manufactured than natural, the product of leaky infrastructure, perverse subsidies and prices that bear no relation to true cost.（希少性は自然というより作られたもので、漏れる配管・歪んだ補助金・実費と無関係な価格の産物）。
水ストレス地域の多くは必要量の何倍もの降水を受けているという事実が根拠です。
この読み替えは希望でもある
This reframing is oddly hopeful. A genuine shortage of rainfall admits of no easy remedy, but a failure of management can be corrected（本当の降水不足には手がないが、管理の失敗は正せる）。
最後は To call water scarce is, too often, to mistake a political choice for a natural law.（水が希少だと言うことは、政治的選択を自然法則と取り違えることが多い）と締めます。
