a number of / the number of / every A and B / neither of / 集合名詞。動詞を決めるのは核の名詞です。
核（head noun）を特定する
a number of ＋ 複数名詞は核が複数名詞なので複数、the number of ＋ 複数名詞は核が number なので単数。
every A and B は every が各個を指すので単数。
正式英語では neither of ＋ 複数 は単数動詞。
集合名詞（committee / team / government）は一体と見れば単数、構成員に注目すれば複数（英用法）です。
長い修飾に惑わされない
The list of items that were requested by the department is attached. のように、間に複数名詞が入っても核（list）で判定します。
相関接続詞では both A and B が常に複数、either / neither A or / nor B は近い方（B）に一致（近接の原則）。
ここまでを一つの手順にすると、一致の問題は機械的に解けます。
つまずきやすい所
○ … has doubled.
✗ The number of applicants have doubled.
核は number。
○ … are working.
✗ A number of volunteers is working.
核は volunteers。
○ Neither of the proposals was accepted.
✗ Neither of the proposals were accepted.（正式文で）
正式には単数。
一致は「核を特定する」1手順に還元できます。修飾の長さに惑わされないことです。
