suggest / insist / demand / require / recommend の that 節では動詞が原形になります。should が省略された形です。

ルール —提案・要求・命令の動詞＋ that ＋原形

suggest / insist / demand / require / recommend / propose / order の that 節では、主語が三人称単数でも動詞は原形（should が省略された形）。

It is necessary / important / essential that ＋ S ＋原形も同じ型です。

使い方 —insist / suggest には別の意味もある

insist that 〜（〜だと言い張る＝事実の主張）や suggest that 〜（〜を示唆する）の場合は原形になりません（The evidence suggests that he is guilty.）。

「提案・要求」の意味のときだけ原形になる点が2級の狙い所です。

つまずきやすい所

○ recommend that he stop smoking
✗ recommend that he stops smoking
提案・要求の that 節では原形。
○ … that she be informed.
✗ It is essential that she is informed.
必要・重要を表す形容詞も原形。
○ … that the theory is correct.
✗ The data suggests that the theory be correct.
示唆の意味なら原形にしない。

動詞の意味が「提案・要求」なら原形。示唆・事実の主張なら通常の形です。
