that 節の主語 / 補語の whether / 同格の that / 形式主語 it / 前置詞の後の whether。名詞節は「置ける位置」で形が決まります。
位置ごとに使える語が違う
that 節を文頭の主語に置くのは硬い書き言葉で、通常は形式主語 it に後置します（It is clear that …）。
補語位置の「〜かどうか」は whether のみ（The question is whether we can afford it.）。
前置詞の後も whether のみ。
同格の that は the fact / belief / assumption などの抽象名詞の内容を言い換えるもので、後ろは欠けのない完全文です。
同格の that と関係代名詞の that
見分け方は後ろの文に欠けがあるか。
the fact that he resigned は完全文（同格）、the fact that surprised us は主語が欠けている（関係代名詞）。
この判別ができると、抽象名詞 ＋ that の読み違いがなくなります。
that 節主語を前置するのは対比・強調の場合に限られます。
つまずきやすい所
○ … is whether we can afford it.
✗ The question is if we can afford it.
補語位置は whether。
○ depends on whether he agrees
✗ depends on if he agrees
前置詞の後は whether。
○ the fact that costs have doubled
✗ the fact of that costs have doubled
同格の that に of は不要。
位置で使える語が決まります。同格か関係代名詞かは「欠けの有無」で判定します。
